Project Overview

An Ontario school board engaged Accessibility Partners to conduct a comprehensive organisational compliance audit against AODA and the Integrated Accessibility Standards Regulation. The audit covered all five IASR standards and included a review of the board’s Multi-Year Accessibility Plan.

School boards have a distinctive compliance landscape. They serve students, families, and staff with a wide range of accessibility needs. Their AODA obligations span the physical environment, employment practices, information and communication, transportation, and accommodation, across dozens of schools and thousands of staff.

The AODA, IASR & Human Rights Code Challenge

The board needed a comprehensive review that could navigate the intersection of AODA, IASR, and the Ontario Human Rights Code, and that would produce practical recommendations calibrated to the realities of a school board governance structure. A generic compliance report written without that context would have been difficult to act on.

Our Policy Analysis & Gap Assessment Approach

We reviewed eight policies against AODA, IASR, and OHRC requirements, conducting a clause-by-clause analysis of each:

  • Customer Service Accessibility Policy
  • Information and Communication Standards Policy
  • Employment Accessibility Policy
  • Student Transportation Accessibility Policy
  • Disability Accommodation Policy
  • Moderate to Severe Needs Policy
  • Outdoor Activity Equipment Policy
  • Pupil Accommodation Review Policy

Each policy was assessed for gaps, outdated language, and missing provisions, with specific language recommendations provided. We also reviewed the Multi-Year Accessibility Plan and identified policy areas not covered by any existing policy, along with recommendations for their development.
